You can enter Japan without speaking Japanese. You cannot read Japanese consumers that way. Distribution partners will get the product onto a shelf. They will not reliably tell you which attribute is actually being judged.

Importers and agencies are paid to move boxes and keep the relationship. Their reports skew toward what is going well. The language that predicts repeat purchase sits in reviews, community posts and Q&A — in Japanese, and often in a register that does not survive a weekly summary email.

What “localise” usually gets wrong

Teams translate the home-market hero claim. Japanese reviewers may be deciding on something narrower: refill format, fragrance load, shade range, after-sales Japanese support. If you do not read those lines, you spend the localisation budget on the wrong sentence.

A workable split of labour

Keep entry decisions in-house. Buy a continuous read of how you and your competitors are described. Ask for hypotheses and next checks, not a go / no-go. That split keeps responsibility where the P&L sits.
